In the context of global climate change and its
effects on Latin American coastal cities, this research project approaches
three cities in a comparative study: Manzanillo (Mexico), Barranquilla (Colombia)
and Valparaiso (Chile). Integrated risk management implemented in a public
(top-down) on one side and on the other the strategies of spontaneous community
action (bottom-up). The objective is to evaluate the effectiveness of both,
seeking connection points that contribute to resilient communities regarding
public safety, social integration and economic sustainability. The study
emphasizes social aspects, as it is usually an overlooked resource that could
develop public policy that promotes local improvements.
